OPERATIONS BULLETIN NO. 32 ALL CONCERNED: In compliance with recently enacted Emergency Order No. 26, GR-27 is revised to include federally mandated restrictions regarding the use of Personal Electronic/Electrical devices. With this revision the use of personal electronic/electrical devices is strictly prohibited by employees on moving trains and during other situations where crew members or other employees are engaged in activities associated with their train. Additionally, in conjunction with the revised GR-27, a new definition is added to define the meaning of a "personal electronic/electrical device". : Effective immediately, General Regulation GR-27, Attention to Duty - Cellular Telephones/Wireless Electronic Devices, is revised and a new definition "Personal Electronic/Electrical Device" is added and read as follows: : PERSONAL ELECTRONIC/ELECTRICAL DEVICES - any electronic or electrical device not provided to the employee by Norfolk Southern for business purposes. GR-27. Personal Electronic/Electrical Devices (a) Personal electronic/electrical devices must be turned off, and earpieces removed: 1. While on a moving train. 2. By all crew members: - When duty requires any crew member to be on the ground, or on or riding rail equipment - When any other employee is on the ground assisting with preparation or repairs to their train 3. When operating On-track equipment on the rail. 4. Within the Division Dispatch Centers and Operator's offices. (b) Crew members, including Hostlers, are prohibited from using a personal electronic/electrical device for any function other than voice communication while on duty. (c) EXCEPTIONS: Employees may use a personal electronic/electrical device: - When required to assist an employee's physical ability to perform required duties, such as a hearing aid - To respond to an emergency involving the operation of the railroad or an emergency encountered while performing a duty for the railroad : - To determine the time of day or to verify the accuracy of speed indicators Minimal incidental use of a personal electronic/electrical device is permissible outside those areas covered by GR-26, GR-27 or GR-28, only when its usage does not interfere with safety or required duties of railroad operation. OPERATIONS BULLETIN NO. 33 ALL CONCERNED: In compliance with recently enacted Emergency Order No. 26, GR-28 is placed in effect regarding federally mandated restrictions on the use of company provided electronic/electrical devices. With this revision, except in specific situations outlined by the new GR-28, the use of company provided electronic/electrical devices is prohibited by employees on moving trains and during other situations where crew members or other employees are engaged in activities associated with their train. Additionally, in conjunction with the revised GR-28, a new definition is added to define a railroad-supplied electronic/electrical device. : Effective immediately, General Regulation GR-28, Railroad-Supplied Electronic/Electrical Devices and new definition "Railroad-supplied Electronic/Electrical Device" are placed in effect and read as follows: RAILROAD-SUPPLIED ELECTRONIC/ELECTRICAL DEVICES - any electronic or electrical device provided to the employee by Norfolk Southern for business purposes. GR-28. Railroad-supplied Electronic/Electrical Devices (a) Except when authorized by proper authority: 1. Employees must not use company provided electronic/electricdevices unless related to their duties. 2. Employees whose duties are governed by the operating rules will use radio communication in lieu of a cell phone in connection with the movement of trains or On-track equipment, and for the protection of roadway workers. (b) Engineers and Remote Control Operators (RCOs) are prohibited from using railroad-supplied electronic/electrical devices: : 1. While on a moving train. 2. When duty requires any crew member to be on the ground, or on or riding rail equipment :3. When any other employee is on the ground assisting with preparation or repairs to their train. EXCEPTION: The above restrictions do not apply to the use of: - railroad radios : - electronic control system displays in the locomotive cab - remote-control transmitters used to operate a train, conduct switching operations, or control switches (c) Railroad-supplied cell phones must be turned off, and earpieces removed: 1. While on a moving train. 2. By all crew members, - When duty requires any employee to be on the ground, or on or riding rail equipment - When any other employee is on the ground assisting with preparation or repairs to their train. 3. When operating On-track equipment on the rail. (d) Crew members are prohibited from using railroad-supplied electronic/electrical devices while on duty outside the cab of the locomotive unless: 1. The employee is not fouling a track. 2. They are not engaged in switching operations. 3. No other safety duties are presently required, and, 4. All crew members have been briefed that their switching operations are suspended. (e) PASSENGER OR BUSINESS CAR EXCEPTION Employees may use railroad-supplied electronic/electrical devices while riding as a passenger within a passenger car, business car, or hi-rail vehicle. Such authorization does not relieve a crew member from calling signals, inspecting passing trains, or performing any other safety-sensitive duties as required by the rules or special (g) EMERGENCY Employees may use a railroad provided electronic/electrical device to respond to an emergency involving the operation of the railroad or encountered while performing a duty for the railroad.
